Hello,
I'm wondering if there is an android app which can sent a emergency signal to someone nominated etc if there is ONLY gps reception? Something like turning your phone into SPOT device?

No, your phone is a GPS receiver not a trsnsmitter. A Spot shouldn't be relied upon for this purpose, either. A dedicated PLB is the only certain way of sending a distress signal that is both received and handled by the appropriate authorities.

your only other option is 112, but any australian phone should be able to send a 000 call out to any tower it can communicate with (even if its a different carrier, but only if its comparable) you could get something like a Delorme inReach but that is only as good as a standard satphone.
Like strider has said, the only fully reliable emergency contact method is a PLB.
